The best online casinos in Maryland are currently offshore sites, because Maryland hasn't passed legislation to license real-money online casino gaming. The state permits retail casinos and mobile sports betting, and lawmakers have introduced iGaming bills, but none has cleared the legislature yet.

This page explains how that affects your options, covers which offshore casino sites accept Maryland residents, and compares the top picks by game selection, bonuses, and banking methods.

How We Evaluate Maryland Online Casinos

How We Evaluate Maryland Online Casinos

Maryland sits in an unusual position — three of its four neighboring states have already launched regulated online casinos, while Maryland itself has not passed iGaming legislation despite ongoing efforts in the General Assembly. That gap matters for how we built this list. Without a state-licensed market, there are no regulated operators here, which means every site we recommend had to clear a higher bar on trust, payout reliability, and accessibility for Maryland residents specifically.

We put in more than 22 hours of hands-on testing across these sites, using $800 in deposits and test funds. We confirmed completed withdrawals at four of the featured sites, including a Bitcoin cashout at one site that arrived in under three hours. Testing covered both desktop and mobile, with sessions on Windows PC and iPhone to reflect how most Maryland players are likely to access these casinos.

Availability in Maryland

We start by compiling a list of US-friendly online casinos that accept customers based in Maryland. They must be easily accessible via any browser on a phone, tablet, desktop, or laptop, without the need for a VPN. While these sites are based overseas, they are designed for American players. All deposits, bonuses, bets, and payouts will be in USD. You can speak with American customer service agents 24/7 if you ever need assistance.

Player Protection

Our experts then begin narrowing the list down. We assess the security record of each site and analyze the player protection measures on offer, including any SSL or TLS encryption tools. We only recommend secure, trusted online casinos that have been paying out customers in full for many years. They must also have a reputation for treating players fairly and offering strong support.

Bonuses and Promotions

Our reviewers then assess the bonuses and promotions on offer at each of the remaining online casinos. They look into the welcome bonus, reload bonuses, special crypto promos, free spins, leaderboard contests, rewards programs, and other deals. We focus on the size and regularity of the bonuses, but we also consider the rollover requirements to ensure we understand the overall value on offer. Casinos that perform well in this area tend to offer appealing bonuses with realistic rollover requirements.

three-cards

Game Selection and Software Providers

We then consider the game selection at each online casino operating in Maryland. Our reviewers focus on the size of the range, but they also consider the quality of the games. The stronger sites offer hundreds of slots from multiple software providers, and they also host a large selection of table games, video poker games, specialty games, and live casino games.

computer-gears

Licensing and Regulatory History

We look into the licensing and regulatory background of each site we consider. Because offshore casinos operating in Maryland are not state-licensed, we focus on how long each site has been in operation, whether it holds any recognized international licenses, and whether it has a documented history of paying out players without unresolved disputes. Sites with a clean track record carry more weight in our rankings than newer or less-established operators.

bank

Banking Options and Payout Processes

We examine the deposit and withdrawal options available to Maryland players, including credit and debit cards, bank transfers, and cryptocurrency. We pay particular attention to how long withdrawals actually take and whether any fees apply. Casinos that process payouts promptly and transparently score better in this category.

headset

Customer Support

We check the customer support options available at each site, including live chat, email, and phone where offered. We look at availability, response times, and whether support agents can address account and payment questions effectively. Sites that offer around-the-clock support and respond clearly to player inquiries are rated more favorably.

mobile-phone

Mobile Experience

We access each site on mobile devices to evaluate how well it performs outside of a desktop environment. We look at browser-based usability, load times, navigation, and whether the full range of games and banking options is accessible on smaller screens. A site that delivers a smooth, consistent experience on mobile scores well here.

account

Responsible Gambling

We review each site for responsible gambling tools and resources. This includes checking whether casinos provide deposit limits, self-exclusion options, and clear links to recognized support organizations such as the Maryland Council on Problem Gambling and the National Council on Problem Gambling. Sites that make these tools difficult to find or that omit them entirely are rated down accordingly.

Top Real Money Casino Games for Maryland Players

Because Maryland does not regulate iGaming yet, offshore casino sites provide game libraries that far exceed what’s available via local retail casinos. Some of the casino game types Maryland players can enjoy include:

Real Money Slots – Offshore casinos boast hundreds or even thousands of slots titles from various software studios. Most sites have progressive jackpot slots and many other feature-rich games.

Table Games – Classic blackjack, roulette, craps, and baccarat are all staples at offshore casino sites. Each game usually has multiple variants and flexibile betting limits for players on any kind of budget.

Live Dealer Games – If you’re hunting for that real-life casino experience at home, live dealer games are for you. They feature real dealers streamed in real time, offering live blackjack, roulette, and game-show style titles.

Poker-Style Games – Some offshore sites also include casino poker variations and integrated poker rooms for players who love skill-based games.

Deposits and Withdrawals for Maryland Online Casino Players

Making deposits and withdrawals is one of the primary concerns Maryland players face when using online casinos. But, offshore casino sites support a range of dependable methods tailored to speed, convenience, and privacy.

Common Deposit Options

  • Visa / Mastercard – Familiar and widely used
  • Bitcoin, Ethereum, Litecoin, Bitcoin Cash – Fast and reliable
  • Bank transfers or person-to-person methods (on select sites)

Card deposits are easy for first-timer comfort, while crypto options often avoid banking declines and provide faster processing.

Withdrawal Expectations

  • Crypto withdrawals are usually the fastest once identity verification is complete.
  • Card and bank withdrawals can take longer due to traditional banking processing.
  • Verification requirements apply on the first withdrawal but not typically after.

For many Maryland residents, crypto stands out because it minimizes declines, narrows wait times, and often unlocks larger bonus offers all valuable when a state doesn’t have regulated iGaming sites.

In states with regulated casinos, users still often choose to use offshore sites because of the crypto access. It’s fast, easy, and bypasses any issues with your bank or credit union.

Are Online Casinos Legal in Maryland?

Some forms of online gambling are legal in Maryland, but online casinos are not one of them. The Old Line State permits local companies to offer online sportsbooks and racebooks. Daily Fantasy Sports apps are available too.

Maryland has not passed any laws that would allow local companies to launch online casinos or poker rooms. You need to use offshore gambling sites like DuckyLuck or Wild Casino if you want to play casino games for real money in Maryland.

There are no laws preventing Marylanders from using online casinos based overseas. However, they do not fall under the jurisdiction of state or federal authorities, so it is important to select trusted sites that have been paying out customers for many years.

Maryland also allows social casino and sweepstakes style sites that use virtual currencies rather than direct cash wagering, which can be legal under specific promotional models. However, these sites do not operate as true real money casinos and often feature two-currency systems (e.g., play coins and redeemable sweepstakes credits).

Regulators in Maryland have increased enforcement against unlicensed dual-currency operators, issuing cease-and-desist orders in some cases.

In 2025, the Maryland Lottery and Gaming Control Commission sent cease-and-desist letters to online sweepstakes operators, asserting that casino-style dual-currency platforms violate state gambling law.

Lawmakers also took up several measures aimed at restricting or banning these platforms, including SB 860 and HB 1140 in 2025 and HB 295, HB 1226, and SB 112 in 2026. Some of those bills passed one chamber but none became law.

Maryland Gaming Overview

Maryland Gaming Overview

Maryland has legalized commercial casinos, land-based poker rooms, online sportsbooks, pari-mutuel wagering, and a state lottery. However, it does not have a regulated market for online casino gaming.

Fortunately, there are no laws that would stop Marylanders from using online casinos based overseas. You simply need to select a secure, trustworthy offshore casino site, and that is where we can help.

Gambling TypeAvailableDetails
Commercial CasinosYesMaryland operates several retail casinos including MGM National Harbor and Live! Casino.
Tribal CasinosNoMaryland does not have tribal casino gaming compacts.
State LotteryYesThe Maryland Lottery operates draw games, scratch tickets, and statewide lottery offerings.
Online Sports BettingYesMaryland voters approved sports betting through Question 2 in 2020, HB 940 created the framework in 2021 and authorized up to 60 mobile licenses, and mobile wagering launched on November 23, 2022
Daily Fantasy SportsYesPaid-entry DFS is legal under HB 7 (2012), later refined by HB 940 (2021); Maryland regulations bar players under 18, prohibit contests based on college sports, and impose a $1,000 monthly deposit limit unless a player requests an increase.
State Regulated Online CasinosNoMaryland has not legalized real money online casino gaming.
Sweepstakes Casino SitesYesSweepstakes casino sites operate under promotional contest frameworks rather than gambling licenses. Maryland regulators sent cease-and-desist letters to dual-currency sweepstakes operators in 2025, and related bills were debated in 2025 and 2026 but did not become law.
Online Horse Betting YesMaryland law has allowed advance-deposit wagering on horse racing since 2001, and the activity is regulated by the Maryland Racing Commission.
Online LotteryLimitedThe Maryland Lottery has offered online subscriptions for select draw games since 2011, but individual online ticket sales and instant win games remain unauthorized; HB 1218, which would have expanded online lottery sales, failed in 2024.
Offshore Casino SitesYesInternational online casinos currently accept players from Maryland.

Maryland lawmakers have considered several bills to legalize online casino gaming, but none has become law. SB 267 stalled in the Senate in 2023. In 2024, HB 1319, introduced by Delegate Vanessa Atterbeary, passed the House of Delegates by a 92-43 vote on March 16.

However, it did not advance in the Senate before the legislative session ended. A separate Senate proposal, SB 603, also failed to move beyond the committee stage.

Lawmakers tried again in 2025 with HB 17 and SB 340, but neither proposal advanced beyond committee hearings. The latest effort came in 2026, when Sen. Ron Watson introduced SB 761 to place an internet gaming referendum before Maryland voters. The Senate Budget and Taxation Committee canceled the bill’s scheduled hearing on March 10, and Watson withdrew the proposal on March 13. Its House cross-file, HB 1255, also remained in committee. SB 885, which would have established regulations for online casino gaming and online bingo if voters approved legalization, did not advance either.

Maryland has therefore not authorized real-money online casinos, online poker or online bingo, and there is no approved launch date for a state-regulated iGaming market. Maryland Lottery and Gaming states that licensed online sports betting and registered online fantasy competitions are currently the only legal forms of real money online gaming in the state.

In the meantime, you can continue playing casino games at offshore sites in Maryland.

Maryland Gambling Legal Sources Summary

Maryland Online Casinos Summary

Maryland has some of the country’s largest land-based casinos. Players can enjoy a luxurious experience at venues such as Live! Casino, MGM Grand Harbor and Horseshoe Baltimore. It may also become the next state to introduce a regulated online casino market. After all, three of its four neighboring states permit online casinos within their borders.

However, there are no guarantees that legislators and voters will support the plans. Even if online casinos are authorized, it is likely to be a long, drawn-out process, which could take several years.
