What Senate Bill 2749 Actually Changes

Pritzker approved the bill and it took effect the same day as Public Act 104-0626, according to the Illinois General Assembly. Sen. Julie Morrison sponsored it, with Rep. Daniel Didech leading it in the House. It passed the Senate 57-0 and the House 100-11. The law amends the state’s Substance Use Disorder Act to name gambling disorder an addiction, right next to alcohol and drug use disorders.

Capitol News Illinois reported on July 27, 2026 that before this law, a compulsive gambler in Illinois could only get state-funded inpatient help if they also had a substance use disorder. Now the Illinois Department of Human Services (IDHS) can fund and coordinate gambling treatment on its own. The same report noted that lawmakers set aside $15 million for prevention and treatment in the current budget, up $5 million from the year before. The Illinois General Assembly’s bill text also directs IDHS to build school resources with the Illinois State Board of Education and run crisis and suicide intervention programs.
